Understanding Importer Security Filing formerly known as “10 + 2”…

The interim final rule requires both importers and carriers to submit additional information pertaining to cargo to CBP before the cargo is brought into the United States by vessel. CBP has received numerous questions concerning the interim final rule. To assist the trade community in understanding the expectations of CBP concerning the Importer Security Filing and Additional Carrier Requirements rule, CBP has provided a document with responses to the most frequently asked questions. U.S. Customs and Border Protection C-TPAT Program, Office of Field Operations has provided “A Guide to Program Benefits” which highlights many of the program’s success and benefits. This brochure has been developed to generally explain the benefits of C-TPAT membership. Examination benefits are an important part of the C-TPAT Program. The program has indicated from its inception that C-TPAT importers are 4 to 6 times less likely to incur a security or compliance examination. This guide is now available on the CBP website under the C-TPAT program located at www.cbp.gov/xp/cgov/trade/cargo_security/ctpat.
